(AP) ? The top Republican and Democrat on Capitol Hill have announced an agreement to keep the government running on autopilot for six months when the current budget year ends on Sept. 30.

The announcements by Democratic Senate Majority Leader Harry Reid and GOP House Speaker John Boehner are aimed at averting any chance of a government shutdown this fall. The legislation will pass in September.

The deal would also lighten the crush of business in a post-election congressional session agenda that's already overloaded.

"The speaker and I and the president have agreed that we're going to fund the government for the next six months," Reid said. "It'll provide stability for the coming months."

The agreement would fund the government at levels called for by last summer's budget and debt pact between Boehner and President Barack Obama.

While precise details will be ironed out over the August congressional recess, the deal embraces spending at a total annualized rate of $1.047 trillion for the day-to-day operations of Cabinet departments like the Pentagon and other federal agencies.

"We are encouraged that both sides have agreed to resolve this issue without delay," White House Press Secretary Jay Carney said in a statement. "The President has made clear that it is essential that the legislation to fund the government adheres to the funding levels agreed to by both parties last year."

That's a retreat for Republicans, who had sought to cut $19 billion below the budget agreement reached last summer with President Barack Obama and shift $8 billion more from domestic agencies to the Pentagon. The alternative of risking a government shutdown just weeks before Election Day was an unacceptable alternative to GOP leaders who want to keep the spotlight off of Congress and on the presidential race in the weeks running up to Nov. 6.

A House GOP leadership aide said the decision to take the issue of a government shutdown "off the table" was intended to keep the larger focus on jobs and the economy, where Republicans think Obama has failed and is most politically vulnerable. The aide required anonymity because he or she was assessing the political considerations of the decision and was not authorized to do so publicly.

The six-month funding bill, known as a "continuing resolution" in Washington parlance, punts a huge number of decisions into the lap of the next Congress and whoever inhabits the White House. If Mitt Romney is president, he has promised immediate 5 percent across-the-board cuts to most domestic appropriations accounts funded by Congress every year. Obama vows to live within the 10-year spending "caps" agreed to last year.

Summer Baseball: Bellingham Ruth nips Milford to win series

Chad Connor broke a 2-2 tie in the seventh inning by tripling and scoring on a passed ball as Bellingham clinched the Central Mass. Senior Babe Ruth South finals with a 3-2 win over Milford at Fino Field on Sunday.

Bellingham (22-1) will open the Central Mass. finals on Tuesday at 7:30 p.m. at home vs. Medfield.

Anthony Keeler had a pinch-hit RBI single in the fourth to tie the game for Bellingham.

Bellingham?s Tyler Smith pitched six innings, allowing two hits and striking out 10. Smith got out of a big jam in the fourth inning. With runners on second and third and no outs, he got two pop-ups sandwiched around a strikeout to escape with the game tied.

Mike Tracy struck out 11 in seven innings for Milford (17-7), allowing just three hits and one earned run. Chris Tarfecante added a double.

MEDFIELD ROUTS ASHLAND IN GAME 3: After winning an exciting Game 2 in the afternoon Sunday, Ashland was routed by Medfield in the third and deciding game of the Central Mass. Senior Babe Ruth North finals Sunday night.

Steven Scherer hit a walkoff double in the afternoon game to give Ashland a 3-2 walkoff win in 10 innings. Scherer knocked in Brendan Thurber, who had walked, and gave a win to Nick Cunningham, who pitched all 10 innings and struck out seven.

In the nightcap, Medfield cruised to a 13-4 win to set up a date with Bellingham in the Central finals, beginning Tuesday. Michael Lichenstein led Ashland with two hits and two RBIs Sunday night.

Cocaine production drops by 25 percent in Colombia

WASHINGTON (AP) ? The U.S. drug czar says cocaine production in Colombia has declined by 25 percent in the last year.

Gil Kerlikowske (kur-lih-KOW'-skee), director of the Office of National Drug Control Policy, says a U.S. government survey of drug production also shows that Colombian cocaine production has declined by 72 percent since 2001. He says the decline is largely the result of Plan Colombia, a program largely funded by the U.S. to help the Colombia government crack down on a left-wing insurgency and drug organizations.

Kerlikowske says a greater government presence around the country, focused eradication efforts and a law enforcement focus on drug operations have contributed to the production decline.

Colombia now ranks third, behind Peru and Bolivia, in production of pure cocaine.

With the Browns on the verge of being sold by Randy Lerner to Jimmy Haslam, some of you have asked which other teams could be available.

The chatter in league circles is that the teams most likely to be on the market in the not-too-distant future are the Bills, Titans, and Broncos.

The Bills and Titans are each held by their original AFL owners. ?Ralph Wilson, who initially wanted to put an AFL team in Miami, has owned the Bills since 1960. ?Bud Adams founded the Houston Oilers that same year, moving them to Tennessee 35 years later.

It?s believed that the families of Wilson, 93, and Adams, 89, will sell the franchises once they inherit ownership of them. ?Actually, Haslam had been rumored as one of the candidates to buy the Titans, given that Haslam?s family lives and works in Tennessee.

The reasons for the potential availability of the Broncos, another original AFL franchise, aren?t known. ?Owner Pat Bowlen is only 68, which makes him a spring chicken in relation to some of his colleagues. ?Rumors and reports of memory issues swirled a couple of years ago, but that talk largely has subsided. ?Some in Denver believe that, eventually, Bowlen will find a way to sell the team to V.P. of football operations John Elway, and that Elway will find a way to buy it.

Potential buyers don?t have to cut a check for $1 billion or close to that amount. ?Instead, league rules permit one person to own as little as 30 percent. ?Technically, one family may own 30 percent, with at least one person from the family owning 10 percent.

After the first U.S. win, a hug from the first lady.

The U.S. men's basketball team cruised to a 98-71 victory over France in their Olympic opener on Sunday and got quite the reward.

Michelle Obama watched the game, a few rows back. At the final buzzer, the entire team came over for a hug, one by one.

"It was a very special moment," Carmelo Anthony says. "For her to be sitting over there and supporting us, we just wanted to thank her for coming."

They might not pilot a Yellow Submarine, but two British sailors have received a good-luck message from Beatles legend Paul McCartney.

The 70-year-old musician sent a note Sunday to Stevie Morrison and Ben Rhodes, who will compete from Monday in the men's 49er competition ? in which a crew of two sail in a high-performance skiff.

"Wishing you the very best of luck on the Lovely Rita in the games. Happy sailing to you both," McCartney said in his message, referring to their boat.

McCartney, who sang at Friday's opening ceremony, told the two British sailors that he shared their passion, and loved "to potter about" on his small dinghy.

Morrison wrote on his blog that the Beatles were Britain's "greatest-ever band" and said he and his teammate "were looking to emulate" the group's success as they take to the water.

It's Simon and Esther Manzke's first trip to an Olympic Games and they are trying to stand out from the crowd.

Both are wearing small German carnival-style top hats with a piece of cord connecting them and a dumbbell dangling inbetween. Today they have tickets for weightlifting.

"The hats are multifunctional, we have a net for beach volleyball tonight," said Simon, a student from Hamburg. "We are trying to be creative, we know people in the U.K. love hats."

As the siblings headed off to an arena, some London volunteers ran up to them and asked for a photo. "Crazy German people," one shrieked.

Out in leafy west London, double-amputee Oscar Pistorius gets to run in relative peace. That will all change pretty soon.

On Sunday, Pistorius ran 200-meter splits alongside teammate Ofentse Mogawane, pounding down a university's tree-lined track on his carbon-fiber blades as a handful of curious staff members and students watched on.

It'll get far busier for the 25-year-old "Blade Runner" from Wednesday, when he makes his first formal media appearance in London ahead of his historic debut Saturday in the 400 heats at the Olympic Stadium. He'll also be on South Africa's 4x400 relay team.

Among those cheering him on: His 90-year-old grandmother who's making the trip over to London from South Africa.

All IN A DAY'S WORK

What was supposed to be a full day of work for 150 British soldiers has turned into an afternoon watching women's gymnastics.

Staff Sgt. Marc Robson of the 29 Commando Regiment Royal Artillery said he was told Sunday to send the soldiers to the North Greenwich Arena for the qualifications rounds. He said he's rotating soldiers in and out, and those outside the arena are performing their security tasks as planned.

The move came after Olympic organizers were criticized for the number of empty seats seen on television.

Robson said the troops were enjoying themselves.

"I was told to let the boys come in and enjoy the show," Robson said. "Look at them, they seem to be liking it just fine."

GREAT ATMOSPHERE

It's the closing seconds. The score is 60-56. The crowd is going crazy. Which Olympic final is this, you ask?

Hardly. It's a group stage basketball game between two countries little known for their basketball ? Tunisia and Nigeria.

The 12,000-seat venue is at least 95 percent full and the crowd has been raucous throughout the mid-morning game. As the game ends, the players of both teams are given a standing ovation.

The next game, Australia vs. Brazil, is a similar affair. There is constant clapping and cheering and the noise reverberates around the arena. The public address announcer organizes the fans, though it's not like they need much encouragement; the fans do the wave and stomp and clap to "We will rock you."

If there's one thing London organizers promised, it was passionate fans. At the basketball venue, they're definitely delivering.

Kim Rhode's family thought of everything before the London Games ? even bringing their own Olympic pin for the trip.

To commemorate her quest to become the first American to win an individual-sport medal in five straight Olympic Games, Rhode's family made a small number of pins. The image: She's standing on Tower Bridge, larger than life, taking aim at an unseen target, with the U.S. and British flags below.

The family said it received approval from the U.S. Olympic Committee to use an image of the Olympic rings on the pin.

Rhode's signature is etched on the back, as are the years of her now-five Olympic appearances.

LeBron, Kobe and Co have hit the floor for their opener against France.

There has been a lot of debate leading up to these games about who would win, these Americans or the 1992 Dream Team.

Bryant raised eyebrows when he said his team would beat Michael Jordan, Magic Johnson and the rest.

Either way, there was a much different vibe at the start of this game than when the Dream Team debuted in 1992.

Opponents of that team asked to pose for photos with the U.S. before the games even started.

No such deference from France this time around. French players Tony Parker, Nicolas Batum, Boris Diaw and Ronny Turiaf see these guys all the time in the NBA.

Jordyn Wieber has left the gymnastics floor in tears after missing the all-around. "I'll be alright," the American said as she was escorted away by a women's coach.

Team coordinator Martha Karolyi says she's worried about Wieber. "You try to find words bcause it's almost like someone passes away, and what do you say?" Karolyi says. "But the fact is the fact. She did her best and she was edged by her teammates."

The Americans finished with 181.863 points and have a big lead atop the standings, though the Russians, 2010 world champions and runners-up last year, Romanians and Chinese must still compete. The U.S. women's gymnastics team wasted no time showing why they're the best vaulters in the world.

All four vaulters do the Amanar, considered the hardest vault in the world. They breezed through the routine in Sunday's Olympic debut, and in qualifications, only the top three scores count.

So it was Aly Raisman's score that was thrown out ? and every other country would kill to have gotten her 15.8.

Meanwhile, McKayla Maroney did not appear to be slowed by her broken toe. The reigning world champion in vault qualified for the event finals.

It was a Herculean lift ? and Om Yun Chol is crediting former North Korean leader Kim Jong Il.

Om joined an exclusive group of weightlifters on Sunday to have lifted three times their body weight in the clean and jerk.
