Restaurant Industry Outlook Improves as Restaurant Performance Index Stood Above 100 for 4th Consecutive Month

Restaurant operators reported positive same-store sales for the ninth consecutive month; Operators expect sales and staffing levels to rise in the coming months

WASHINGTON, March 30, 2012 - Bolstered by positive same-store sales and traffic results and an optimistic outlook among restaurant operators, the National Restaurant Association?sRestaurant Performance Index (RPI) remained above 100 for the fourth consecutive month in February.? The RPI - a monthly composite index that tracks the health of and outlook for the U.S. restaurant industry - stood at 101.9 in February, up 0.6 percent from January?s level of 101.3.? In addition, the RPI stood solidly above the 100 threshold in February, which signifies expansion in the index of key industry indicators.

?Buoyed by continued gains in national employment and an extra day in February as a result of Leap Year, a solid majority of restaurant operators reported positive same-store sales and traffic results,? said Hudson Riehle, senior vice president of the Research and Knowledge Group for the Association.? ?In addition, restaurant operators are bullish about sales growth in the months ahead, while their outlook for the economy remains cautiously optimistic.?

?Perhaps the most positive indicator is the optimistic outlook for staffing levels in the months ahead,? Riehle added.? ?Only seven percent of restaurant operators expect to reduce staffing levels in the next six months, the lowest level in nearly eight years.??

The RPI is constructed so that the health of the restaurant industry is measured in relation to a steady-state level of 100.? Index values above 100 indicate that key industry indicators are in a period of expansion, while index values below 100 represent a period of contraction for key industry indicators.?

The Current Situation Index, which measures current trends in four industry indicators (same-store sales, traffic, labor and capital expenditures), stood at 101.9 in February - up 1.3 percent from January?s level of 100.6.? In addition, the Current Situation Index stood above 100 for the fourth consecutive month, which signifies expansion in the current situation indicators.?

Restaurant operators reported positive same-store sales for the ninth consecutive month in February, bolstered by an extra day in February as a result of Leap Year.? Sixty-three percent of restaurant operators reported a same-store sales gain between February 2011 and February 2012, up from 56 percent who reported a sales gain in January.? In comparison, just 18 percent of operators reported lower same-store sales in February, down from 26 percent who reported similarly in January.?

Restaurant operators also reported solid customer traffic results in February.? Fifty-five percent of restaurant operators reported higher customer traffic levels between February 2011 and February 2012, while just 19 percent reported a traffic decline.? In January, 46 percent of operators reported higher customer traffic, while 30 percent reported a traffic decline.

Along with steadily positive sales and traffic results, restaurant operators reported an uptick in capital spending activity.? Forty-seven percent of operators said they made a capital expenditure for equipment, expansion or remodeling during the last three months, up from 42 percent who reported similarly last month.

The Expectations Index, which measures restaurant operators? six-month outlook for four industry indicators (same-store sales, employees, capital expenditures and business conditions), stood at 102.0 in February - essentially unchanged from January?s level of 102.1.? February marked the sixth consecutive month that the Expectations Index stood above 100, which represents an optimistic outlook among restaurant operators for business conditions in the months ahead.? ?

For the third consecutive month, a majority of restaurant operators expect their sales to be higher in the coming months.? Fifty-three percent of restaurant operators expect to have higher sales in six months (compared to the same period in the previous year), matching the proportion who reported similarly last month.? In comparison, only nine percent of restaurant operators expect their sales volume in six months to be lower than it was during the same period in the previous year, up slightly from seven percent who reported similarly last month.

Restaurant operators are also generally optimistic about the direction of the overall economy.? Thirty-five percent of restaurant operators said they expect economic conditions to improve in six months, down slightly from 37 percent last month.? In comparison, 14 percent of operators said they expect economic conditions to worsen in the next six months, up slightly from 11 percent who reported similarly last month.?

For the fifth consecutive month, restaurant operators reported higher expectations for staffing levels in the months ahead.? Twenty-four percent of restaurant operators plan to increase staffing levels in six months (compared to the same period in the previous year), while just seven percent said they expect to reduce staffing levels in six months.?

Along with a positive outlook for sales and staffing levels, restaurant operators also continue to plan for capital spending in the months ahead.? Forty-nine percent of restaurant operators plan to make a capital expenditure for equipment, expansion or remodeling in the next six months, essentially unchanged from the proportion reporting similarly last month.?

The RPI is based on the responses to the National Restaurant Association?s Restaurant Industry Tracking Survey, which is fielded monthly among restaurant operators nationwide on a variety of indicators including sales, traffic, labor, and capital expenditures. (AP) ? Myanmar held a landmark election Sunday that was expected to send democracy icon Aung San Suu Kyi into parliament for her first public office since launching her decades-long struggle against the military-dominated government.

Sunday's by-election, to fill a few dozen vacant seats, followed months of surprising reforms by a nominally civilian government that does not relish ceding ground to Suu Kyi, but which must appear more democratic in order to emerge from decades of international isolation that have crippled the Southeast Asian nation's economy.

Suu Kyi's party and its opposition allies will have almost no say even if they win all the seats they are contesting, because the 664-seat parliament will remain dominated by the military and the military-backed ruling party.

But if Suu Kyi takes office as expected, it would symbolize a giant leap toward national reconciliation after nearly a quarter-century in which she spent most of her time under house arrest. It could also nudge Western powers closer to easing economic sanctions they have imposed on the country for years.

In Wah Thin Kha, one of dozens of dirt-poor villages south of the main city of Yangon, which the 66-year-old Nobel Peace Prize laureate is vying to represent, hundreds of voters lined up outside a single-story public school to cast ballots in a local race pitting Suu Kyi against the ruling party's Soe Min, a former army doctor.

Suu Kyi slept overnight in the tiny village and then paid a morning visit to the polling station, driving slowly through a crowd of supporters and into the school compound to inspect voting facilities. She chatted briefly with voters and returned to her car to begin the drive back to Yangon.

Most residents here are poor, uneducated rice farmers who say that none of Myanmar's much-heralded reforms have trickled down to their village, which has no electricity, running water or paved roads. But they hope Suu Kyi can change that.

"We've heard a lot on the radio about the changes, but our day-to-day life is the same," said one voter, Go Khehtay, who cast his ballot for Suu Kyi. "She may not be able to do anything at this stage. But one day, I believe she'll be able to bring real change."

Another voter, Mya Thaung, said Suu Kyi represents a dream for a brighter future.

"Life is tough here. We make just enough to survive," said the father of four. "We just hope she can improve our lives."

Last year, Myanmar's long-entrenched military junta handed power to a civilian government dominated by retired officers that skeptics decried as a proxy for continued military rule. But the new rulers ? who came to power in a 2010 vote that critics say was neither free nor fair ? have surprised the world with a wave of reform, prompted in part by a desire to get Western sanctions lifted and to come out from under the influence of Myanmar's powerful neighbor, China.

The government of President Thein Sein, himself a retired lieutenant general, has freed political prisoners, signed truces with rebel groups and opened a direct dialogue with Suu Kyi, who wields enough moral authority to greatly influence the Myanmar policy of the U.S. and other powers.

Her decision to endorse Thein Sein's reforms so far and run in the election was a great gamble. Once in parliament, she can seek to influence policy and challenge the government from within. But she also risks legitimizing a regime she has fought against for decades while gaining little true legislative power.

Suu Kyi is in a "strategic symbiosis" with some of the country's generals and ex-generals, said Maung Zarni, a Myanmar expert and a visiting fellow at the London School of Economics.

"They need her and she needs them to break the 25 years of political stalemate," Zarni said. "She holds the key for the regime's need for its international acceptance and normalization."

On Friday, Suu Kyi told reporters that she hoped "to win the military over, to (make them) understand that we have to work together if we want peace and if we want progress."

The military must understand that "the future of this country is their future and that reform in this country means reform for them as well," she said.

Sunday's poll marks the first foray into electoral politics by Suu Kyi's National League for Democracy party since winning a landslide election victory in 1990. The military annulled those results and kept Suu Kyi in detention for much of the next two decades. The party boycotted the last vote in 2010, but in January the government amended key electoral laws, paving the way for a run in this weekend's ballot.

During a news conference Friday, Suu Kyi cast serious doubt over the ballot's fairness, saying it could not be called free or fair because of myriad irregularities and intimidation during the campaign. Her party says electoral officials have illegally canvassed for the ruling party, opposition posters have been vandalized, and that while some voter lists lack eligible voters, others include the names of the dead.

Still, Suu Kyi said that she had no regrets in joining the race, and that she was determined to go ahead "because we think this is what our people want."

Human tumors transplanted into laboratory mice disappeared or shrank when scientists treated the animals with a single antibody, according to a new study from the Stanford University School of Medicine. The antibody works by masking a protein flag on cancer cells that protects them from macrophages and other cells in the immune system. The scientists achieved the findings with human breast, ovarian, colon, bladder, brain, liver and prostate cancer samples.

It is the first antibody treatment shown to be broadly effective against a variety of human solid tumors, and the dramatic response ? including some overt cures in the laboratory animals ? has the investigators eager to begin phase-1 and -2 human clinical trials within the next two years.

"Blocking this 'don't-eat-me' signal inhibits the growth in mice of nearly every human cancer we tested, with minimal toxicity," said professor of pathology Irving Weissman, MD, who also directs Stanford's Institute of Stem Cell Biology and Regenerative Medicine and the Ludwig Center for Cancer Stem Cell Research at Stanford. "This shows conclusively that this protein, CD47, is a legitimate and promising target for human cancer therapy."

The antibody treatment also significantly inhibited the ability of the tumors to metastasize throughout the animals' bodies.

"This is exciting work and will surely trigger a worldwide wave of research designed to convert this strategy into useful therapies," said Robert Weinberg, PhD, a professor of biology at the Whitehead Institute for Biomedical Research in Massachusetts who was not involved in the research. "Mobilizing the immune system to attack solid tumors has been a longstanding goal of many cancer researchers for decades."

The research will be published online March 26 in the Proceedings of the National Academy of Sciences. Weissman, who is the Virginia & D.K. Ludwig Professor for Clinical Investigation in Cancer Research at Stanford and a member of the Stanford Cancer Institute, is the senior author of the research. Postdoctoral scholars Stephen Willingham, PhD, and Jens-Peter Volkmer, MD, are the co-first authors of the study.

Previous work in Weissman's lab has shown that CD47 is normally expressed on the surfaces of circulating blood stem cells to protect them from immune cells called macrophages. Macrophages patrol the body looking for signs of trouble in the form of invaders or rogue cells, but they sometimes latch onto the wrong targets. CD47 prompts them to release cells they've grabbed by mistake.

Weissman and his colleagues also showed previously that some types of cancer cells ? particularly those of blood cancers such as leukemia and lymphoma ? have figured out a way to game the system and use this "don't-eat-me signal" to their advantage by expressing CD47 on their own surfaces. In 2010, they found that blocking CD47 with a specific antibody (plus adding another to further stimulate the macrophages' killing instinct) can cure some cases of human non-Hodgkin's lymphoma in mice. But it wasn't known until now how widespread or clinically important the phenomenon would be in human solid tumors.

In the current study, Willingham and Volkmer collected surgical samples of a variety of human tumors, including ovarian, breast, colon, bladder, brain, liver and prostate. To do so, they enlisted the help of clinical experts from across the School of Medicine, including those specializing in oncology, urology, obstetrics and gynecology, radiation oncology, neurosurgery, hematology, pathology, otolaryngology and hepatology.

They showed that nearly every human cancer cell they examined expressed CD47 ? usually at higher levels (on average, about three times more) than did non-cancerous cells. Furthermore, people whose cancer cells express a lot of CD47 tend to have shorter life spans than people with similar cancers that express less CD47. This suggests that an analysis of the levels of CD47 expression in some types of tumors could be a valuable prognostic tool for patients and their doctors.

Willingham and Volkmer then implanted the different human tumor cells into matching locations in the bodies of mice ? breast cancer tumors into the mammary fat pads, and ovarian cancer tumors into the abdomen, for example. Once the tumors were well-established (after two weeks or more), they treated the animals with the anti-CD47 antibody.

The researchers saw that most of the established tumors begin to shrink and even, in some cases, disappear within weeks of treatment with the antibody. In one case, antibody treatment cured five mice injected with the same human breast cancer cells. When the tumor was gone, the treatment was discontinued; the mice were monitored for four months with no signs of recurrence.

"These results indicate that anti-CD47 antibodies can dramatically inhibit the growth of human solid tumors by blocking the ability of CD47 to transmit the 'don't-eat-me' signal to macrophages," concluded the authors.

"If the tumor was highly aggressive," said Weissman, "the antibody also blocked metastasis. It's becoming very clear that, in order for a cancer to survive in the body, it has to find some way to evade the cells of the innate immune system." The innate immune system is the body's first line of defense against pathogens like bacteria and viruses. Unlike the adaptive immunity conferred by antibodies and T cells that recognize and battle specific molecules, cells of the innate immune system, like macrophages, respond non-specifically to a variety of threats.

The researchers' approach didn't work in every animal, though. A set of mice with breast cancer cells from a one human patient experienced no benefit from antibody treatment. "There's certainly more to learn," said Weissman. "We need to learn more about the relationship between macrophages and tumor cells, and how to draw more macrophages to the tumors." He suggested that reducing the size of a tumor with surgery or radiotherapy before antibody treatment could make the treatment more effective. Another option, he added, would be to use a second antibody in addition to CD47 that would further stimulate the ability of the macrophages or other immune cells to kill the cancer cells.

While treatment modifications may be beneficial, the findings about the effect of the single antibody are promising in their own right and set the stage for advancing the research. "We believe these results show that we should move forward quickly but cautiously into human clinical trials for many types of solid tumors," Weissman said.
