Consumer debt in Colorado averaged $18,700 per person in the third quarter, highest among the states of the 10th Federal Reserve District, but the average has dropped ?significantly? over the last several quarters, according to a Federal Reserve report Wednesday.
The Federal Reserve Bank of Kansas City?s latest quarterly Consumer Credit Reports attributed the higher consumer debt in Colorado to a higher cost of living here than in the other states in the 10th District, which includes Colorado, Kansas, Nebraska, Oklahoma and Wyoming as well as western Missouri and northern New Mexico.
The average Tenth District consumer debt rose to $15,550 in the third quarter from $15,480 in the second quarter. But the district?s average consumer debt remained well below the U.S. average of $17,300.
The debt figures exclude first mortgages.
Colorado also had a higher debt burden as a percent of disposable income than the other states, and higher than the United States overall, the Fed said.
In the four quarters leading up to the current quarter, minimum debt payments absorbed 14.1 percent of disposable income in Colorado, compared with 13.6 percent for the United States as a whole, the report said.
But the debt burden in Colorado has fallen since hitting a high of 21 percent of disposable income in 2009.
?Since then, reductions in consumer debt and moderate increases in income have pared debt burdens [in Colorado] significantly,? the report said.
Credit delinquencies in Colorado fell below nationwide levels in every category. The state?s auto loan delinquency rate stood at 2.1 percent of outstanding auto loans in Colorado in the third quarter versus 3.2 percent nationally.

(Reuters) - The owner of interactive television pioneer OpenTV sued Netflix Inc on Wednesday, alleging the company infringed on patents that cover technology underpinning the fast-growing Internet video sector.
Switzerland-based Kudelski SA, which owns OpenTV, said in its lawsuit that Netflix infringed on seven U.S. patents covering aspects of over-the-top TV technology (OTT), including: the use of viewer information to make recommendations; digital rights management; and video playback.
Kudelski tried for about a year to encourage Netflix to discuss licensing its patents, but the video streaming company has so far not played ball, according to the lawsuit, which was filed on Wednesday in the U.S. District Court for the District of Delaware, a common venue for patent cases.
"Companies like Netflix have, in essence, stood on the shoulders of giants, largely focusing their R&D efforts on aggregating these previously patented technologies and using them to provide a rich customer experience," Kudelski said in the complaint.
Netflix spokesman Joris Evers declined to comment.
Netflix shares fell 1.7 percent to close at $93.9785 on Wednesday.
The suit comes amid a boom in digital TV shows and movies delivered over the Internet to smart TVs, tablets and smart phones. Netflix, whose iconic red envelopes have come to symbolize the DVD delivery-by-mail market, introduced video streaming in 2007, 10 years after the company was founded, and quickly grew into a market leader.
But the market is getting crowded, and Netflix is being chased by Amazon.com Inc and Wal-Mart Stores Inc's Vudu service, as well as streaming video website Hulu, which is owned by Walt Disney Co, News Corp and Comcast Corp.
Apple Inc, the world's largest computer maker by market value, is also widely expected to enter the smart TV market, spurring further growth.
The Internet TV sector shares some attributes of the smartphone business, with over a decade of innovation and patents produced by companies that are no longer dominant.
Grant Moss, CEO of patent broker and advisory firm Adapt IP Ventures, expects a repeat of the recent smartphone patent wars, but on a smaller scale.
"The frequency of these cases will increase dramatically" because of recent, high-profile Internet video content distribution deals, new ways of making money in the sector and new entrants," Moss said.
"But I don't see the financial value of the individual cases being as significant as those in the smartphone market," he added.
Kudelski, which has developed and acquired a range of movie and digital TV technologies over several decades, generates more than $700 million in annual revenue and employs about 3,000 people worldwide. The company is a player in streaming video by virtue of its 2010 acquisition of San Francisco-based OpenTV.
OpenTV, which began in 1996 as a joint venture between Thomson Multimedia and Sun Microsystems, develops software that helps run more than 200 million TV set-top boxes. It competes with NDS, which was acquired by Cisco Systems Inc for $5 billion in July.
Thomson Multimedia is not related to Thomson Reuters.
In May, Kudelski hired Joe Chernesky from Intellectual Ventures, a patent investment firm, to run an intellectual property unit managing a portfolio of more than 3,000 of the company's patents. OpenTV owns more than 800 of these patents.
"We have been developing technologies for over 20 years to enable the delivery of video content and have an early and broad patent portfolio in the field," said Chernesky. "We intend to aggressively defend our patents."
NETFLIX PATENTS
Netflix owns 14 patents that focus mostly on technology supporting its DVD-by-mail business, such as online ordering and assembling an online movie queue. The company has one U.S. patent with claims related to video streaming, while Amazon has 22 U.S. patents with claims related to multimedia streaming, according to an early November review conducted by patent advisory and research firm Envision IP.
It usually takes several years to win approval for patents to support new technology, which is why Netflix currently has more intellectual property backing its older business, according to Envision IP founder Maulin Shah.
Shah said Netflix has 32 pending patent applications that cover technologies to improve on-demand streaming video delivery. Netflix earlier this year also hired T.J. Angioletti, Oracle Corp's chief intellectual property counsel, to help with its patent push.
Still, pending patents are usually of limited use in patent litigation and it is unclear whether Netflix's applications will be approved, Shah added.
"It doesn't really help them in lawsuits because they can't use pending patents to counter-sue and fight back," Shah said.
The lawsuit follows a string of negative news surrounding Netflix over the last year, including missed subscriber growth targets, an ill-fated attempt to split the DVD and streaming operations and a swooning stock price.
However, Netflix shares jumped earlier in December after the company unveiled a first-of-its-kind movie deal with Disney.

LOS ANGELES (TheWrap.com) - Movies love to speed up the dying process, whether it's the rosy-cheeked young girl who succumbs to a mysterious fatal illness in the final reel or the hero cop suddenly felled by one random bullet after committing an act of extraordinary heroism.
But the actual mechanics of death and dying - the slow degeneration of mind and body, the subtle shadings in which people gradually lose their mobility and faculties and independence - those tend to be absent from the big screen.
It's not compact or convenient. It's a subject people would just as soon avoid, whether or not they've faced it firsthand in their own lives. And frankly, as plots go, it's exceedingly depressing.
I won't argue that Michael Haneke's "Amour," winner of this year's Cannes Palme d'Or and Best Picture from the Los Angeles Film Critics Association (of which I am a member), isn't sad and wrenching and devastating, but it's those qualities that make it such a powerful piece of moviemaking.
While this might not be the post-gift-unwrapping movie destination of choice this holiday season, the brutal honesty and emotional truth of "Amour" make it one of this year's best films.
Veteran French film stars Emmanuelle Riva ("Hiroshima mon amour") and Jean-Louis Trintignant ("My Night at Maud's") star as Anne and Georges, an upscale, educated older couple in Paris who live in a sophisticated bubble of art and classical music and books and witty friends. And none of these trappings, as it turn out, will help much when Anne suffers a minor stroke, so brief that it's practically over before Georges can even respond to it.
But this event marks the beginning of a slow decline for Anne: Soon, she's lost the use of one side of her body. Before long - and it's part of Haneke's deft grace as a storyteller that the passage of time is more often suggested than literally spelled out - she becomes bedridden, then loses her ability to speak or control her bodily functions, as Georges devotes himself more and more to her caretaking, even to the exclusion of their ostensibly concerned daughter Eva (Isabelle Huppert).
Haneke eschews sentimentality in telling this story, and he allows us to draw our own conclusions about the characters and their motivations. Is Georges being overly controlling? Does Eva really want to participate in her mother's care, or does she feel obligated to make a show of concern given the circumstances? And does Anne, for her part, even want to stay alive as she fades away? (In their first major discussion following the stroke, she all but tells Georges that she'd rather not be around for the next part.)
With his previous film, "The White Ribbon," and now "Amour," Haneke seems to be showing a more humane side than the manipulative and even sadistic streak he revealed in films like "Funny Games." But even so, he keeps things cool and detached enough to avoid the easy bathos that could come out of a story like this one.
He bolts his camera still for long periods and expects you to figure out why, and he shuns anything extraneous.
There's a sequence late in the film when Georges imagines he's seeing Anne back at her piano. Almost any other director would, after cutting to Georges, cut back to the empty piano bench, but Haneke trusts us enough to get the moment without spelling it out in big, bold letters.
Riva, 85, and Trintignant, 82, tackle these roles that are both physically and emotionally complex with gusto; any discussion of the ability of actors to continue to do challenging and gut-wrenching work after the age of 75 would have to include these two extraordinary performances.
Is "Amour" hard to watch? Emotionally, yes, but it's never tedious or meandering or spinning its wheels. It pulses with vitality, even as its main characters cope with life's passing.
